Unclear drainage issue causing wet and frosty patch of pavement on the corner of Four Acres and Sherrin Way

On Four Acres, at the corner where it meets Sherrin Way, there is a patch of the grass bank that is, for some reason that isn't immediately obvious, becoming water logged and then running a stream across the pavement into the drain. The stream across the pavement is becoming icy and a significant trip hazard.
A new enquiry has been raised for this issue.
