Hazardous material, fire risk from large rubbish bin obstructing pavement

Opposite a junior school. Parents with push chairs have to use the road. It's a fast road used as a run through to the M 32 junction. It is irresponsible of the property owner. Moreover, I've reason to suspect there may be hazardous materials disposed of. Were there a fire it could easily lead to a multi occupancy home blaze.
