Gulley cover covered in silt, mud and leaves, I cleared cover weeks ago

Ponding by just the one gulley of two along here, despite drainage being installed, leaves all but fallen now but turn to compost also silt collects in this lowest part of the lane, prow; BCC/211/10 status; FT, opposite the end of the old mill works BS7 9NB land, the lanes' land owner never clears the mud from the sides of the lane meaning muddy shoes and slip hazard to pedestrians as vehicles pass along the shared route and pedestrians have little choice but to clamber out the way, even without construction vehicles there's one or two large vehicles to Whites House, eg. calor gas I believe.
