Vehicle parked at busy area for pedestrians

At the pedestrian traffic lights and the entrance to castle park, every day a vehicle is parked on the pavement. This is a busy area for pedestrians and it creates a pinch point. In addition, this is alongside a busy road. The vehicle is driven over the pavement to be parked here, which is illegal.. The vehicle is obstructing the pavements and it poses a hazard to pedestrians and puts them at risk.
