Bins left on pavement

Wheelie bins and recycling boxes are left on pavements permanently, despite all having house frontage. This makes it difficult for people to get out of their vehicles and to walk on the pavement, particularly the elderly and those with small children often meaning they are forced to walk down the road. It has also damaged vehicles when bins fall over in the wind and in general makes the street look untidy and hard to clean. This has been a long running issue (letters have been issued years ago, but now it seems the norm to leave bins on the street permanently).
