Council flat walk way light not working very dark

Im at 74 James street BS2 9US this is flats for the elderly and a path way lamp H3 has a problem (not shown on the map)a it works some times and then is doesn't a person came on the 4th December and said it was OK then that night it didn't work.It is very dark and scary to walk down in the dark.
