Sunken section of pavement, Avonvale Road

See attached photo. There is a large depression in the brick paved pavement by the gully on Avonvale Road, next to the pelican crossing. Considering that this pavement depression is above the gully, could this issue possibly be as of a result of a collapsed, or near to collapse, drain?
