Water not draining away on the corner of the road junction

The corner of Henleaze Road as it joins Westbury Road is flooding when there is hardly any rain falling. I have noticed pedestrians on the footpath getting soaked as drivers drive past. It has been flooding on/ off for a few weeks now.
