Orange Barriers - 9month obstruction

For around 9months a path of orange barriers have been placed along Redland Hill. There has never been any sign of works being done or a reason behind them being there in the whole 9 months. The path is obstructed and therefore difficult to walk down with wheel/push chairs unable to pass at all; as the Spire Hospital is also on this road an increased number of wheelchair users or those with crutches are unable to use this walkway. The orange barriers constantly fall into the road in bad weather causing a hazard for motorists. I would be grateful for confirmation of the necessity of these barriers as unfortunately we are unable to see one and also when they will be removed?
