A safety bollard has been knocked over

Someone has knocked over and completely broke a concrete Bollard on the junction of Bonnington Walk and Lansdeer Avenue Lockleaze. I placed it in my garden (33A Bonnington Walk) as it was lying in the road. It has been like this for about four months.
