Surface water collecting on road outside 19 Mina road

During the Gatton road enhancement scheme of 2007 this piece of Mina road was re laid and rain water would collect in a small puddle outside our flats, which was never an issue, however over the years this has now become a reservoir when it rains heavily, meaning vehicles causing massive splash backs against our building boundary wall and also pedestrians and cyclists using the Pavement outside our flats, the pavement has also dipped /subsided in level in areas, possibly due to this constant water being thrown on it (see photo 2) it is now a regular event during wet weather and there does not seem to be any run off area for this water nor storm drain nearby.
