Several lights not working

There are several lights in the access road between Tesco and Callington Road Hospital not working. These appear to be general street lights and they are on a registered bus route, however the previous request has been closed stating these are not covered by the Highways Authority and refer to land owner. We do not think this is correct so please can you review ref 1888469. Unfortunately I cannot highlight on your map as it doesn't seem to be working. Please can this be reviewed urgently as the entrance is very dark and a H & S risk. If not Highways responsibility please can you indicate who is the responsible persons.
