2 Street lights not on

I have attached pictures but it’s too dark at night to get a picture of them. New development of houses off the Bamfield road used to be an old people home - called Maes Knoll Close, the street lights on Pyracantha walk which is adjacent to the development are not switched on. So the whole street is in complete darkeness from 4:30 onwards. I have a small child and live in this new development where I now struggle nearly navigate to my front door. The walkway was being worked on weeks ago but had since been completed but the lights are still switched off. You can not see parked cars so wouldn’t stand a chance of see a person. I feel like the safety of me and my child are at risk every evening. Please turn them on.
