Over growth of tree onto the pavement

Close to Fremantle lane with junction of Cotham grove, there is overgrown of tree to the pedestrian path. Unable to walk past it without bending or closing the umbrella. Cars are parked in the parking area on the road. I have to at times walk on the main road past the cars if another pedestrian coming the opposite way. This overgrown branches are not taken care of by the rightful owner of the property. Been there for months.
