Cars continuously parking on pavement limiting road access and pavement access

Cars keep continuously parking on the pavement, up to 3 cars in most cases. As you drive up the ridings, just before you turn right into Peart drive is where the cars park. Double yellow lines must be drawn to prevent this from happening. It blocks the road for ambulances and fire engines, which has happened on several occasions and where cars block the pavement to the point of where they mount the pavement so much, almost touching the adjacent wall, disabled or wheelchair users cannot use the pavement. As you can see from the pictures the wall where the cars right up to. We have had recent road works so no cars present, will add pictures soon. Especially as cars pack opposite as you can see from the images, when cars mount the pavement it causes issues. Please paint double yellow lines.

The car to the left is the issue. Can barely fit a car through, let alone a fire engine or ambulance. Can somebody get this sorted, cars parking like this has gone on long enough. Someone even raised this in 2008 on fix my street , and nothing was done about it.
