Large wooden planters placed in the public highway

Large wooden planters have been placed in the public highway narrowing the carriageway and could make it difficult for emergency vehicles to access as cars are often parked opposite these. These planters have been in place for a long time and I assume would require planning permission or some kind of consent from the Council's highway department which i cannot find any evidence of.
