The narrow cycle path going uptowards Castle street points both ways leading to collisions.

It's only really needed for Bikes going up (as bikes going down are ok on the main carriageway); perhaps the contractor mistakenly painted the top end with a bike pointing down as well. A stranger wouldn't know that it's unnecessary and could lead to problems with pedestrians, there are enough cyclists in a hurry here as it is 8-)
