Commercial bin has been chained to the lamppost at the entrance to the foot pathway. It is blocking footpath and access to Gloucester place.

Commercial Bin, chained to the entrance of Gloucester Place, blocking access and deliveries.
Commercial Bin cannot be pulled out if there is a fire in the Commercial Bin.

We are the owners of number 12 St Michaels Hill and this commercial bin has been chained to our property. Clearly this poses a danger to occupants of a our building and to the general public.
