Blue signs showing bus/cycle/taxi only at either end of the street

There are signs on this street that show general motor vehicles should not be using the road. I assume so that it's not used as a cut-through? I cycle this road twice per day on a bicycle to commute to work, and I see without fail at least 1/2 cars on each journey use this street. I feel the signs are either not prominent enough, or as there is no actual deterrent (no cameras etc. to catch people), people are using it anyway. It's been an issue ever since I moved into a new flat in October, and imagine it's been going on a lot longer.
A new enquiry has been raised for this issue.
