Commercial bin chained to electric street lantern. Obstruction to entrance and exit of 3 properties .

A Commercial bin has been chained to an electric street lamp. The large green bin obstructs the passage way which provides the only entrance and exit to 3 properties. The bin does not belong to any of the residents of the 3 properties but to a restaurant 4 doors down the hill. The commercial bin is not only an obstruction but a health a safety hazard as it sits underneath a property and cannot be unchained in an emergency. There are a number of commercial bins directly opposite the restaurant used by other proprietors which would be a much more suitable place and would not interfere with any local residents.
