Lights out along slip road footpath/cyclepath between Millpond street and footbridge over M32

There are 5 street lights between the footbridge, over the M32 and millpond street, not shown on the map. These should provide light over the footpath/cycle path and slip road but none of them work. In addition the trees along the path will block the light when they are fixed. I cycle along here in the dark and it is really difficult to see people and the bollard in the middle of the path especially when the lights from cars on the slip road are blindingly bright The photo shows 2 lamposts with non-functioning lights plus the bollard and a person that become invisible at night.
