2 drains blocked on St Matthias Park causing huge puddle which is blocking The Old Brewery entrance

These 2 drains are blocked with leaves and muck which means that water is not draining as it passes through the gully from Lawford street around the curved side of The Old Brewery down towards St Matthias Park and so it is puddling right outside the entrance to The Old Brewery and blocking access for residents. The sand bags that the developers next door have put in place are stopping the water flowing on to the development site (because they are working in trenches the other side of this temporary fence) but the water should not be wanting to escape on to the development site in the first instance. Residents of The Old Brewery would be extremely grateful if the Council would unblock the drains identified in these photos to hopefully prevent the puddling. Thank you.
