Loud rocking manhole cover

I'm reporting this on behalf of my elderly neighbour who also lives on Shepton walk. The problem is the rocking manhole cover on bedminster road, close to marksbury library, it has recently got worse and it is extremely loud and disturbs many local people. I have reported this myself and have been told the utility company have a month to respond. It took at least 2 years to fix the last one and in fixing it it seems another has been damaged. My neighbour raises a good point that we all pay plenty of council tax, you would think they could just fill in these old, unused covers.

This drain issue is a nightmare. I have seen a couple of kids at night jump on it to make the noise a while back. Do you know that the drains are in the middle of the road at a crossroads? Just fix it please
