This is an important through route for those using mobility vehicles and bollards or a similar barrier would prevent access by such users.
Whilst it is illegal for mopeds and motorbikes to use this path, this is a difficult problem to physically control without expensive or disproportionate methods of limiting access which also potentially impact on other users.
We would always encourage people to report instances of illegal activity on public rights of way to the police - details of how to do this are at: https://www.avonandsomerset.police.uk/ advice/ vehicles-and-roads/ footpaths-and-byways/
