Cars parked wholly on pavements (illegal)

Residents of this road who don't have driveways feel it is acceptable to wholly park on pavements and sections of the roads where there are small portions of kerbs. This is an obstruction to pedestrians, especially wheelchair users, parents with children and buggy users who are forced to walk into the road, which is a clear safety risk. On some occasions they are also partially blocking access to driveways so owners have to do multiple turns and be careful when driving past, and this is also an obstruction to emergency vehicles using the road. Police have been called on their non-emergency line but don't seem bothered even though police websites state this is an illegal act. Double yellows or "Keep Clear" road markings should be made, as other roads in this area have this (e.g. Dundry View). This issue has been going on on and off for years. Something should be done.
