Pavement being dug up by builders, no highways licence

There are builders working on number 10 Dover Place and living on site, today they are digging up the pavement and resident checked with building control and were told there is no highways licence for excavation licence, and are working with a hand held tool, a few feet wide.
A new enquiry has been raised for this issue.
