Leaves cleared and drain blocked

Somebody has cleared the leaves from the main drain at the top of Aldercombe Rd on Southwood Drive but it is now blocked and sewage from several houses is backing up and spilling onto the road. It smells of human faeces and is a clear health hazard, it's disgusting. I reported this earlier today and you have somehow already decided no action is required and closed the case. I do not accept that no action is needed as obviously human faesces on the highway outside of family homes is not O.K. Action is clearly needed before somebody catches something and becomes ill.
