Trip hazard by kerb not removed after roadworks

There is a lump of tarmac with some yellow pipe through it between the kerb and the road.
This has been here a while after never being removed after roadworks but has become a trip hazard as the tarmac has worn away and the pipe is further exposed - as my three year old will testify after he went tumbling.
As you will see from the photo it also blocks water and stops drainage which then backs up onto Gloucester Road.
The location of this is on the corner of Gloucester Road and Bayswater Road on the opposite side to the beauty salon.
The tarmac and piping need removing ASAP. Thank you
