Missing bollard

Late last year the Brunel Academy did some work which required access through Duncombe Lane. During the works the workmen removed the bollard and didn't replace it for some time. When an attempt was made to replace the bollard it seems to have been tarmacked in - badly. As a result it has been removed, maybe by a driver wanting to use it as a cut through?, and has now disappeared completely. Can this be replaced please? This is once again being used as a driver short cut and is dangerous for cyclists in the lane and school children walking to/from the academy. Drivers are also driving across the grass here, adjacent to the park entrance, and damaging it. This is also a danger for people heading to/from the park. Thank you.
