Fencing sitting in the road for 2 years

Sent to Bristol City Council 3 minutes later. FixMyStreet ref: 2005225.
Two years on and a fenced off "pen" is still sitting on Queens Avenue outside Beacon House.
I don't understand why the previous report was closed, saying "fixed", when the bloody mess has persisted all this time.
If the council can't find the original owners surely it can just seize the fencing and have done with it.

Please find the image attached taken on Thursday 12th March. I believe this is the fencing reported in this topic. I am also concerned for general public safety as the current harsh winds has knocked the fences down and is accumulating rubbish.
