Bollard missing on public foot path

There is a bollard missing on the public footpath next to my house. number 54 cowling drive has had this removed due to building work being done in his back garden the builders are using the public foot path to drive there two tipping tractor down to get access to number 54 cowling drives garden due to the bollard being removed there has been a number of motor bikes quad bikes that are using this foot path one of them nearly hit my blind child over the other day he now is afraid to use the foot path which we use everyday for school runs this is a really unsafe foot path to use now as there is 2 tipping tractors using this every day and motor bikes please could some one come out and have a look I have attached two photos one where the bollard is missing and a picture of where the tractors are using to get access to number 54 cowling drives back garden hope to hear a response from you soon regards Natalie
