Verge destroyed by parked cars

Hi, I live at 92 Longcross, the pavement / grass area by the curb is destroyed and now mud with big holes filled with water from rain. I’ve complained many times and the last 2 years took to filling the holes with more mud , however the neighbours park there cars and work trucks on it all night and day weather bad or by and the same for the school run and the pick up, it gets cars parked on it all weathers and the mud is coming into my garden and home, I’m forever clean mud off everywhere. Not only that but the path section either is covered in mud and dragged in by visitors or people passing it’s always got a vechicle parked on it. Second complaint is the drains.... next door Upstaires flats drain is blocked and over flowing with waste water from washing machines and drainage , my drain has been blocked. It sorted by the neighbour and I believe that was them which is why he sorted it however there are rats coming into my garden from94, 96&98.... I have dogs and pigeons but keep it clean and tidy. I have seen the rats coming in from all neighbours gardens including 90. Burying through the mud from 94,96& 98... all have rubbish in there gardens and 96&98 are blocked. Our fence nearly came down last night so I had to go round this morning and a rat dived out and nearly ran across my feet. Photos forwarded to Highway Officer
