Bins at Rosemouth Court/Carcher House

Rubbish and recycling blows out of the unlocked bins in Rosemouth Court/Carcher House every single day, making Rodney Road look really messy. I am reporting the litter weekly and I have noticed the elderly residents on the street have been picking up other peoples rubbish and putting it in the bin, which can be quite dangerous along this road as people speed down it and theres only pavement on one side, I have been nearly hit a few times myself. To stop the litter blowing out of the bins Rosemouth Court/Carcher House should put some catches or locks on their large bins, which would drastically improve the problem.
