Rotten redundant cable pole a potential danger in high winds

I have lived at 19 Aubrey Road, BS3 3EY for 4 years. The redundant cable pole has been at the rear of my property on Beryl Road throughout that time. Yesterday, I had a gardener come and remove a wisteria that had climbed up it. He advised me that the pole was rotten and a potential danger to people and property in high winds. I had both BT OpenReach and Western Power come and look at it yesterday. They agreed it needed removing - but both said it wasn't their pole. Further research suggests it may have been a Rediffusion cable pole. The company's no longer in existence, so that's a dead end. As this pole is on a public road, which is serviced by the council, I assume it's your responsibility by default. Can you let me know whether this is correct - or suggest some way of dealing with this? I'm keen for it to be removed to prevent any accidents.
