Tree overhanging from property blocking the foot pathway

At no.5 Stapleton Close, there is a tree overhanging from the property's front garden onto the foot path, with multiple large branches blocking the way for pedestrians. You have to step into the road to avoid it. It's been like this all winter. Presumably this will get worse as we approach spring and the tree comes into flower.
