Low kerb, resulting in excess surface water

We have been notified that crews hole road will be surface dressed this year. My concern that the kerb at the top of our car park is already level or below the road surface, causing excess water to travel down car park and exit onto the public path along riverside. We have raised this some time ago, with no action. Putting a surface dress will only compound the problem.
