Occupants of van urinating in back garden

The occupant of the white van, reg w558tdv, parked on the cul de sac of st werburghs road, was seen by me, urinating in a neighbours back’ garden on Saturday 7 March 2020. When challenged, he was apologetic but it clearly demonstrates that he has no means of disposing of his human waste. Where does he put his excrement, I wonder?. Can the council follow this up please.
