Wheelie bins left permanently on pavement

Black wheelie bins are left permanently on the street side of houses. The pavement is narrow so it is difficult to get past and during the winter they are often blown over so rubbish ends up all over the street. Is it possible to remind residents of council guidelines, i.e. wheelie bins can be kept in backyards and residents can bring out sacks to the street if they don't want to or can't get the bin through the house.
A new enquiry has been raised for this issue.
