Uneven road, causes a lot of regular noise every couple of minutes for residences especially when lorrys drive over it

I live in Pooles Wharf Court and am constantly kept awake because of the uneven road on Hotwells Road between Clifton Vale and Dock Gate Lane, it's both sides (but especially driving into the city). It's a busy road and so the noise happens every couple of minutes, or a busy times more regularly. The noise is caused as heavy vehicles drive over the uneven road so it causes the heavy vehicles to rattle and make a noise. Please help fix the road to help us sleep.

I've identified the worse part is right where the marker is - near the triangle point on the side of the road heading into the centre. There is a patch of road that's been repairs but dips down, so when lorrys and buses go over it they makes a noise.
