Blocked drain causing flooding and danger to elderly pedestrians

This drain has been blocked for about 2 years. It isn't just the actual drain; there must be a blockage in the pipe leading the next drain along. During heavy rain, the corner of Clifton Down Rd/Portland St floods extensively as the working drain on this junction is often blocked with leaves and/or litter. This forces pedestrians, especially the elderly residents of Guardian Court, to walk in the road to get around the flooding and is dangerous for them. I clear the the litter/leaves from the gully and that block the working drain on the corner every time it rains heavily. I also clear the submerged (working) drain to let the water run away. This usually happens once or twice a week in winter. The situation is made worse by the blocked drain up on the corner of Clifton Down Rd/Suspension Bridge Rd. This is subject too another report.
