Dangerous scaffolding for public footpath use

Scaffolding outside 62 Alma vale Road comber is obstructing the pedestrian footpath and there is no alternative in place for pedestrians to go around. As a result, pedestrians are going through the scaffolding all that and are being covered with water falling from above, and there is also an eye level piece of ironwork which somebody could very easily walk into. Especially they're blind. This has been reported before, but nobody seems to give a damn about it.
