Open drain chamber overflows

The house no. 42 Grove Road has an open gully/chamber (on the public footpath that leads from Grove Road into Blaise Estate) that receives domestic drainage from three 50mm pipes fixed to the face of the building. It would appear that the gully and drain cannot handle the flow on some occasions; today the waste water was overflowing from the open chamber and spilling across the footpath. Clearly the drain needs cleaning. There is a broken iron inspection camber nearby that appears to be on the route of the drain. This issue also raises the question of how domestic waste water can be allowed to drain into an open chamber on a public footpath.
