Damaged surface of pavement and kerb line

The pavement outside the shops and flats development is uneven and damaged and the kerb stones out of line. I turned my ankle this morning after visiting the shop for essentials on this pavement. Is this the council or developer to correct or both?

The pavement has been dug up so many times and in so many places its uneven to walk on and makes you walk towards the road or trip? The whole pavement need to be relayed .
