Portable toilet in road in dangerous position

A portable toilet has been placed in the road in blackswarth road on the 'zig-zag' approach to the pedestrian crossing. no cones. no barriers. no barriers. no lights. no reflectors. no warning signs. just a giant plastic box in the road! the toilet is an obstruction in the road and obscures sight of the pedestrian crossing. as there are zig zags painted on the road surface to indicate vehicles may not stop here, why did someone think it was OK to put their toilet in the road???
