Sunken utility cover in the middle of Ashton Road with a 40mm step

Sent to Bristol City Council less than a minute later. FixMyStreet ref: 2115213.
Issue 1967516 This was signed-off as not needing any further action but there's a 40mm step in the carriageway. I cycled back out to it this week and took a photo.
Can Bristol City Council tell me what the acceptance criteria is for these types of defects, please? I would like to understand the reasons for accepting the previous report as being OK.

Report received regarding a sunken manhole cover at this location. Suggestion has been made that it has dropped about 8 inches. Please could you arrange for this to be actioned as it is a potential health and safety risk to cyclists and other road users.
