I am a pedestrian who walks past this property on a daily basis. It is only possible to walk single file, and if there is another person approaching in the opposite direction it is necessary to walk in the road.

Most of this week (8-12 June) a builder's lorry has been parked in the lane between St. Albans Road and Devonshire Road, completely blocking it to all but pedestrians who have to squeeze through, and requiring me to reverse with my car a considerable distance if I wish to access my back garden. The builder insists that he has a licence to block the lane but he states he never has it with him and in fact I am not sure if a licence is needed. Can you confirm whether a licence is needed for this? If so, does that licence have to be with him at all times? And if this is an illegal blockage of a highway, what can be done about that?Thank you
