Large overhanging tree

This tree in the driveway of 65 Dursley road, shirehampton is obstructing the walk way and causing damage to other properties and cars on the street, several people on the street have spoken to the resident in question and he has refused to cut back the tree at all, I have lived here for almost 3 years now and its only getting bigger and shows no signs of stopping. When we experience bad weather the over hanging branches cause damage to other driveways, the public walkway and even residents cars in the past, none of us can have our windows open for too long as the leaves and dirt from the branches will make their way into the house. During the recent high winds myself and other residents have even been worried about the tree finally falling over as it looks to have minimal solid foundations left!
