Serious carriageway defects

The road surface over the last 30 metres of Shaldon Road prior to its junction with Muller Road is in a extremely unacceptable condition with both potholes and a poor repair to to a service access on both sides of the carriageway. It is highly dangerous for cyclists and I was a witness to an incident involving a female cyclist several days ago. Fortunately she did not come off her bicycle, but the contents of its carrier were deposited on the road and I took the risk of clearing glass from a broken bottle from the carriageway surface whilst holding the traffic. The defect has been reported on several occasions (Ref - 2087658) yet there is an ongoing failure to effect the necessary repairs. Is the council awaiting the cost of litigation as the result of a serious accident before any action is taken?
