Dangerous trip hazard of uneven surface

Sent to Bristol City Council less than a minute later

Pavement has 'bubbled up' created a large trip hazard, starts between two housing blocks adj on picture, and then goes for 10 metres. Says there is also some water coming out of pavement - water board says not theirs.
