Bolts sticking up from covers in road

The covers which people have stated in other complaints, now have bolts sticking up out of them. One of which has torn a hole in the shoulder of my tyre. I have taken photographs of the bolt, and also of the damage caused. Can someone please contact me regarding this matter. Many thanks
